As a result of airstrikes on the Islamic State in Iraq and the Levant (ISIL) the militant group, also known as ISIS, released a video August 19 called “A Message to America” featuring the beheading of James Foley, a journalist for GlobalPost.

Foley was captured in 2012 while reporting on the conflict in Syria. In the grisly video, Foley is forced to rebuke America before his murder.

According to the Associated Press, President Barack Obama vowed Wednesday to continue attacks despite threats to kill another American journalist, Steven Sotloff, who went missing in August 2013 at the border of Syria and Turkey. He appears briefly at the end of the video.

“Make no mistake: we will continue to confront ISIL wherever it tries to spread its despicable hatred,” Secretary of State John Kerry said in a statement Wednesday, according to Business Insider. “ISIL and the wickedness it represents must be destroyed, and those responsible for this heinous, vicious atrocity will be held accountable.” A request for 300 troops in Iraq for security is being evaluated by the State Department, according to the New York Times.
